Here’s what I think: By initially rolling out the program to high schoolers, which will be a small group, Apple gets to real-time beta test with real people without using the beta label. Something they couldn’t avoid with Siri. Once they have everything ironed out, they move on to college students. Apple doesn’t care if the program doesn’t skyrocket right off the bat, because they aren’t all about market share. They just want to supply a great product, and make money doing so.
